At the core of UMC is its diverse and competent team of dedicated individuals who persevere to improve life of urban citizens and work towards achieving health and livable cities. The team comprises of people with diverse expertise in fields of urban planning and management, architecture, environmental planning, development planning, water and sanitation, urban design, heritage conservation and management, climate change, municipal finance, research and documentation.


Manvita Baradi (Founder / Director) has over 25 years of technical experience in developing and administering programs to local governments in the areas of service delivery, local governance, urban planning, heritage management, citizen participation, capacity building of local government associations, development of urban indicators and performance measurement and international development. She has served as Director-South Asia for the International City/County Management Association (ICMA), been technical consultant for United Agency for International Development (USAID) and served as an expert on World Bank funded programs for local governance, association development and urban planning programs in post-conflict regions like Afghanistan, Indonesia and Sri Lanka. In her role as director of UMC, she provides expert guidance to the various projects undertaken by the organization. She is the Gujarat State Convener of Indian National Trust of Art and Cultural Heritage (INTACH). Manvita is an alumni of the senior executive institute, Darden Business School, University of Virginia, USA. And has done a summer course for local government management from University of Illinois, USA. Manvita is passionate about theatre and is a renowned name in Gujarati theatre. She has been actively involved in developmental communication using street theatre as an effective medium for communication. She has guided over half a dozen video productions on urban issues. She effectively uses her knowledge of city planning, design and theatre to work with people across age groups and knowledge skills. Manvita also serves as the Dean of School of Habitat Management at CEPT University.
Meghna Malhotra (Deputy Director) has been working in the fields of local governance, urban management, urban health management and local government associations' development for over 15 years now. She has provided extensive technical support to donor funded programs in India, Sri Lanka, Indonesia and Afghanistan. She supported the operationalisation of local government associations in India. She has been the technical facilitator for USAID supported programs for Afghanistan, Sri Lanka and Indonesia.
Meghna currently coordinates the PAS program in water and sanitation in Gujarat for performance measurement, improvement and monitoring of ULBs for effective and financial sustainable service deliveries. She is technical facilitator for climate change and urban health programs and is currently also providing assistance in preparing the City Sanitation Plan for Ahmedabad Municipal Corporation. She has managed city partnerships programs which UMC-ICMA facilitated between Indian and US Cities. Well aware of the role of communication in local urban governace, she is actively involved as technical leader in an Information Education Communication program for the solid waste management department of AMC. 
Meghna is a graduate in Architecture and is Masters in Environmental Planning. She is passionate about sustainable solutions which local governments can implement and has been involved in several capacity needs assessment exercises for state and local government institutions. She also took the lead in writing a manual for local governments to prepare their disaster management plans. Meghna has assisted in compiling and designing a manual on Documentation of Best Practices, the role of an association in the transfer process and a Starter Kit on formation of Local Government Associations. 
Karunamoy Agnihotri (Chief Financial and Administration Officer) has been an integral part of the UMC team since 2007. With core specialization in finance, accounts, procurement, logistics, general and contract administration, he has over 20 years of experience in financial management and administration of donor funded programs. He has vast experience of working for non-governmental organizations, including prominent organizations like Janadhar. He has also worked for the Indian School of Micro Finance for Women (Ahmedabad), Mott MacDonald (UK), CARE India etc. Karan's key tasks include setting up budgets, monthly forecasts, cash flow, financial planning and analysis, accounting and administrative systems for monitoring and control of day-to-day transactions, FCRA and donor reporting overseeing banking functions and interacting with donors. He is CWA from the Institute of Cost and Works Accountant of India. He has cleared inter-CA of the Chartered Accountants of India.
Arvind Kumar Singh (Senior Program Manager) is a development professional with over 14 years work experience in the water and sanitation sector. He has significant experience in implementation of community based, demand driven state/national programs on safe drinking water and sanitation in the states of Gujarat, Maharashtra, Madhya Pradesh and Uttar Pradesh. He has worked with various state governments, national and international agencies. Arvind coordinates and supports the PAS program, aids documentation and dissemination of innovative practices. He is an expert facilitator for local government training for the program. He specializes in training grass root communities and SHGs/CBOs/ NGOs, district officials and senior government officers. A post graduate in Social Science (M.Sc, Applied Geography), he has a Masters degree in Urban and Regional Planning. He also has a diploma in Human Resource Management from Pondicherry University.
Anurag Anthony (Chief Technical Officer) has 10 years experience of working in association with local governments. His key areas of expertise include statutory master plans, sanitation, transport and heritage. Anurag has contributed in various capacities for preparation of city sanitation plans, SWM Master Plans and DPRs, heritage documentation and management, urban design plans, municipal data management and improvement studies, urban poverty schemes, policies under the Swachh Bharat Mission and industrial area planning. Anurag has academic exposure and professional experience in India, USA, UK, Italy, Pakistan and Libya. A graduate in Architecture, Anurag has a Masters degree in Architecture (Urban Design), MSc in International Trade & Transport, London, MBA in International Business, Pondicherry and is currently pursuing Environmental Law from NLSUI Bangalore.
Dr. Ravikant Joshi (Senior Expert- Urban Management and Urban Finance) is an Urban Finance and Management specialist and has worked in India and abroad. He is a former chief accounts officer of Vadodara Municipal Corporation with more than 35 years of experience. He has been responsible for the conceptualisation, designing and implementation of Municipal Financial, Budgetary and Accounting System Reforms and their computerization in Vadodara Municipal Corporation. Dr. Ravikant Joshi has been an Advisor - Urban to CRISIL Risk and Infrastructure Solutions, Mumbai. He has worked as a short-term consultant (STC) for multilaterals like World Bank, Water & Sanitation Program, ADB, USAID, DFID, UN Habitat, CLGF and for various national/state level organisations on urban issues. He conceived, designed and spearheaded implementation of Accrual Base Double Entry Accounting System in 159 municipal bodies of Gujarat. Dr.Joshi has written several articles regarding various urban issues / problems deliberately in regional language to create public awareness. He has worked with various civil society organisations like YUVA, PRIYA, JANAAGRAHA, Centre of Environmental Education (CEE), Janawani, Avantha Foundation etc. He has carried out research study and published more than 25 research papers pertaining to urban issues. He has also written books on topics relating to municipal accounting and budgeting as a means of improving urban governance. Dr. Joshi has been a guest faculty at several national and international institutions and served as Chair Professor for Urban Management in Saint Joseph College of Business Administration – Bangalore. Currently he is visiting faculty for urban governance/management, project management, urban public finance subjects to Master of Urban and Regional Planning Program of M S University – Baroda and for Urban Public Finance to School of Urban Planning and School of Habitat Management - CEPT University, Ahmedabad.
Gilbert Nazareth (Senior Program Officer)  is a retired civil servant who holds a BA degree (Special) in English literature and psychology from Gujarat University. He also holds a Master's in Business Administration degree from the National Institute of  Business Management, Chennai. With over 35 years of experience in the realm of public administration, he has been involved in the management and development of rural and urban sectors, district administration, disaster management, elections etc. He has also worked with several NGOs like CARE - India. He has also worked with the Centre of Heritage Management, Ahmedabad University as project coordinator of the European Union funded project establishment of a Cultural Heritage & Management Venture Lab. His work for the rehabilation of displaced families of the Narmada Irrigation Project in Gujarat and as Municipal Administrator of Nadiad city has been widely acclaimed. He captained several state level corporations inluding the Gujarat Rural Housing Board, State Minorities Development and Finance Corporation, Gopalak Development Corporation among others as Managing Director.
Chitra Iyer (Program Manager)  is a dynamic spirited person, passionate and committed towards quality work backed with over 23 years of experience in social development sector. She has worked with people with diverse backgrounds and culture and coordinated projects at the district, state and national level and worked in close coordination with District Health Society, Department of Health and Family Welfare, Department of Women and Child Development, Youth Affairs and Department of Science and Technology. Her areas of expertise include project management, capacity building of government and non-government organisations, networking, documentation and fundraising under CSR. Towards communicating with communities, she has extensively used participatory communication approaches to enhance communities’ access to their health entitlements. She has coordinated Communication for Health India Network, a national level network. She has worked on projects supported by National and International agencies. She has coordinated an award winning project on, Child Participation with children and adolescents of Ashram Schools of Valsad district’ Gujarat. The project won the Banyan Tree Value Challenge Award at the Asian Forum for CSR 2008, Singapore. At the state level she has advocated for the issues of children, adolescents and women and contributed in reviewing the policies viz. ECCE policy, State Plan of Action for Children and in suggesting recommendations for policy implementation.’.
Rajesh Karan (Program Manager) is a development professional and holds a post graduate diploma in rural development from XISS. He has prior experience of having worked with the Dept. of Rural Development, Govt. of Gujarat for drinking water and sanitation schemes for more than four years. Rajesh has been contributing in various spheres of development including health, livelihood, entrepreneurship, training and development, research over a decade. He has an expertise in Entrepreneurship development program.

Vinay Patel (Senior Program Coordinator) An expert in municipal accounts, finance, income tax and auditing, Vinay has more than 12 years of experience in the field of urban finance and accounts. His key areas of expertise include municipal accounts (conversion of cash to accrual), assessment, finance, FOP preparation and taxation.Vinay assists to capture financial information from the field —he is engaged in data collection, analysis, report writing and review of the financial condition of water and sanitation sector of all ULBs in Gujarat under this project. He has assessed the municipal finance for the City Sanitation Plan and Solid Waste Management Master Plan for Ahmedabad Municipal Corporation; and prepared a financial operating plan for the City Development Plans for 7 cities of Madhya Pradesh. He worked as program assistant at City Managers’ Association Gujarat (CMAG) where he worked for the Gujarat Municipal Accounting Reform Project. He was involved in working with 159 urban local bodies of the state to prepare Balance sheet on accrual based double entry accounting system.

Kriti Mittal (Senior Manager) is a development planner and policy analyst, interested in the politics of urbanization in developing countries. Kriti has a Masters in Development Administration and Planning from University College London (UCL) and a Bachelors in Economics from the University of London International Programme. Kriti has worked with a number of government and multilateral clients on policy advisory, across sectors, including livelihoods and development of Micro, Small & Medium Enterprise (MSME) clusters. Before joining UMC, she was Head, MPower - a Development Advisory for Members of Parliament - at IL&FS, where she led a team to work with MPs on constituency development and legislative research. Kriti has also played a leadership role in two non-profit organizations - one in Bangalore working on civic engagement in local urban issues such urban mobility, women's safety in public places, redesigning public infrastructure etc., and one in Delhi working on corporate social responsibility projects. Kriti is now a member of the Technical Support Unit - National Urban Livelihoods Mission at the Ministry of Housing & Urban Urban Affairs in Delhi, established by UMC.

Pallavi Sen (Senior Manager, Community Engagement & Financial Inclusion) has over 17 years of experience in development banking, financial inclusion / inclusive finance in the areas of policy, research and implementation. Her 9 years of work with NABARD since 2000 spanned across rural / cooperative financial sector supervision, institutional development, refinance, microfinance and rural livelihoods. Thereafter, in 2010 she joined EDA Rural Systems / M-CRIL (merged with EDA), an international financial inclusion advisory firm, where she worked on evaluations and assessments of MFIs, Social Performance Management, and strategic and technical advisory to MFIs. In 2013, she moved on to MFIN, a RBI recognized Self Regulatory Organisation (SRO) for NBFC-MFIs where she worked in the role of Advocacy and Communications and then as Head SRO & Compliance Officer. She was instrumental in setting up and operationalizing the SRO architecture at MFIN. At MFIN she has worked extensively on regulatory surveillance, code of conduct, enforcement and compliance framework for NBFC-MFIs.

Pallavi is a graduate in Economics from Allahabad University, and MBA from IMT Ghaziabad. She also holds a diploma in Mass Communications from IIMC, New Delhi. She has been trained at Harvard Business School in "Strategic leadership for Microfinance and at Coady International Institute, Canada on Community Microfinance.

Arundhati Maiti (Senior Manager, Capacity Building) has 10+ years of diversified experience in urban development research and consultancy with multiple-stakeholder settings viz. government agencies, donor agencies, think tanks, consulting corporates etc. Her area of interest is urbanization; it’s dynamics and challenges in development context and relevant policy interventions. She is supporting the Ministry of Housing and Urban Poverty Alleviation as part of the Technical Support Unit (TSU), formed to work closely with the officials on policy formulation and implementation of Deendayal Antyodaya Yojana - National Urban Livelihoods Mission (DAY-NULM). Arundhati is academically trained in Town Planning (MPlanning) from School of Planning and Architecture - New Delhi, in Geography (MSc.) from Banaras Hindu University and in Geography (H), Economics and Political Science from University of Calcutta (BSc.). In her previous assignments she has provided research assistance, technical support and consultancy services to Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH, Meghraj Capital Advisors (MCA), National Institute of Urban Affairs (NIUA), Centre for Policy Research (CPR), Planning Commission (now NITI Aayog) and Nielsen Company.

Munindra Joshi (Advisor) Munindraji worked with Gujarat State Archeology Department for 32 years in a variety of roles ranging from exploration assistant, technical assistant, superintendent archaeology, head of office (Saurashtra region), assistant director, head of office (North Gujarat Circle). At UMC, his field experience and expertise provide guidance to the team involved in the heritage survey projects. Munindraji holds a Masters degree in Indian Culture from the Gujarat University.

Rujul Joshi (Project Coordinator) is an architect and infrastructure planner, with over a five years of professional experience. He has a keen interest in city data analysis and project development. He wants to impart his services in the field of city management and infrastructure monitoring. Prior professional involvements include working in sectors like Tourism and Urban transportation. With UMC he is involved in HRIDAY and other projects.

Krunal Parmar (Project Coordinator) ) is an urban planner and architect with four years of work experience in the field of the urban sanitation, area development and heritage listing and grading. He is currently engaged in the City HRIDAY plan for Dwarka city , Heritage Listing and Grading of the AUDA’s villages and cities and Ahmedabad Sanitation Action Lab (ASAL).
Tushar Hajare (Project Coordinator) ) is an Architect - Urban Planner with three years of professional experience. He holds a Master's degree in city planning from IIT Kharagpur and Bachelor's in Architecture from VNIT, Nagpur. In the field of urban planning he has worked on various aspects such as statutory planning, infrastructure assessment, policy analysis for livelihood in urban areas with Ministry of Housing and Urban Affairs, and heritage management. He has also worked as lead for preparing development plans in industrially dominant urban and rural areas. In his initial years as a planner, he worked as an intern with CIDCO under special schemes for the study of redevelopment and rehabilitation of encroached areas.

 Jay Shah (Project Associate) is an urban planner, with a keen interest in water supply and sanitation, waste water, solid waste management and transportation. He assists in data analysis and field research on various projects related to water-sanitation. He holds a Master’s degree in Infrastructure Planning from CEPT University.

Rakesh Vasavda (Senior Accounts & Administration Manager) has been maintaining the accounts and finance reports since the inception of UMC. With 15 years of experience in accounting and finance management, he assists the senior finance manager in preparing financial MIS, budgets, setting out financial and administrative procedures. He is also responsible for book keeping, file maintenance, issuing cheques and vouchers for the organisation projects and programs. Rakesh holds a first class degree in Commerce from the Gujarat University.

Anshuman Kumar (Senior Manager, MIS) is a trained development and management professional with 6 + years of diverse experience working on the complex issues of poverty at micro, meso & macro level with functional expertise in strategic and analytical approach, project management, program design including LFA, MIS & data analysis including MEAL, Research, Government & Donor relationship Management and business development. He holds a Post Graduate Diploma in Rural Management from IRMA. He has worked with Government of Andhra Pradesh, ICICI Lombard GIC Ltd. & VRS Foods Ltd. (Paras Dairy) and in the development sector for Dharmalife, a social enterprise and a well known NGO, PRADAN based in Delhi. He has implemented and monitored various central government schemes like MGNREGS, RSBY, RGSSBY and MGBBY. He has also implemented projects like "WASH" supported by Vitol Foundation and "Lighting Asia" supported by IFC (World Bank). He was part of managing and integrating BMGF supported national level PoWER (Partnerships for Women’s Empowerment and Rights) project while during his tenure at PRADAN. Anshuman is currently part of the Technical Support Unit (TSU) to National Urban Livelihoods Mission under Ministry of Housing & Urban Affairs.

Pratosh Karbhari (Project Coordinator) is an urban planner with about 4 years of professional experience in the field of  environmental regulations, water and sanitation. Previously he has worked for National Green Tribunal and Greenpeace International on  related to wildlife conservation, illegal mining, ground water pollution and ambient air quality issues. He has carried out a research project called "Transaction advisory support for Delhi Jal Board in illegal settlements of Delhi" with the help of Administrative Staff college of India. He holds a Master’s degree in Environmental Science from Sardar Patel University, Anand as well as Masters in Planning from CEPT University, Ahmedabad.


Janumi Rathod (Project Associate) is an urban planner with a penchant for development planning, town planning and urban infrastructure. She holds a Master’s degree in Urban and Regional Planning and a bachelor degree in civil engineering from the Maharaja Sayajirao University, Vadodara.


Aashka Soni (Project Associate) graduated as an engineer from Pune University. She went on to work as a research associate and later as a plant manager in Zambia, Africa. She moved to the development sector from there on and worked with many grassroots organisations across India prior to joining UMC. Currently she is part of the Technical Support Unit (TSU) to National Urban Livelihood Mission in the Ministry of Housing and Urban Affairs, New Delhi.

Anushnath Ravichandran (Project Associate) is an architect and urban manager, with keen interest in conservation and management of urban water bodies. He holds a Master’s degree in Habitat Management from CEPT University, Ahmedabad and a Bachelor’s degree in Architecture from RAC, Coimbatore. He is currently engaged in the Bet Dwarka Darshan Circuit, heritage infrastructure development project under Heritage City Development and Augmentation Yojana (HRIDAY). Being an avid outdoor adventurer by passion; he has explored the Aravalli Range to understand the city planning and policy making in context of land rights, habitat management and geo-hydro system of Aravalli.

Nilesh Prajapati (Project Associate) is an engineer and urban manager, with over three years of professional experience in infrastructure development. His area of interest lies in improving urban water supply, solid waste management and urban governance. He holds a Master’s degree in Habitat Management from CEPT University, Ahmedabad and a Bachelor’s degree in Instrumentation and Control from Nirma University, Ahmedabad.

Anshika Jain (Project Associate) is a heritage professional and educator based in Ahmedabad. She has a Bachelor’s in History from Sophia College, Mumbai University; Master’s in Conservation from National Museum Institute (NMI), New Delhi; Diploma in Build Heritage Studies and Conservation from the Sir J.J. School of Architecture, Mumbai and Masters in Management Studies (Heritage Management) from Centre for Heritage Management, Ahmedabad University (CHM-AU). As a trained conservator, she had been involved in the cultural heritage sector for more than 6 years. She has contributed as a Conservation Intern at the Indira Gandhi National Centre for the Arts (IGNCA), New Delhi, an Assistant Conservator at the Chhatrapati Shivaji Maharaj Vastu Sangrahalaya (CSMVS), Mumbai and has interned at Khamir Craft Resource Centre, Kachchh. She has also done volunteer work in the education as well as museum sectors in Mumbai and Delhi. She also writes on art, design, history, museums and heritage for Creative Yatra (digital media) and INSITE magazine. She is also a visiting faculty at CEPT University, Ahmedabad. She is a member of heritage associations and organizations like INTACH, IASC and ICOMOS. She has a keen interest in research and has worked on subjects like Indian art, conservation of paper objects, preventive conservation, heritage management, traditional crafts and economics of heritage. Her work has been presented at national and international conferences. In her free times she can be found at art exhibition, listening to classical music, reading and writing. Academically and professionally she is pursuing the areas of economics of heritage, sustainable heritage and development through heritage. She likes to work on exploration of different aspects of heritage, interact with communities or carry out research.

Shipra Patel (Project Associate) is a civil engineer and infrastructure planner, having keen interest in water, sanitation, solid waste management and municipal financing. She holds a master’s degree in Urban and Regional Planning from CEPT University, Ahmedabad. Having a deep inclination towards groundwater management, she had explored the impact of Sabarmati riverfront on the groundwater level in the vicinity of Sabarmati river during her academics.


Krupa Patel (Intern) has done her Bachelor's in Architecture from Arvind Patel Institute of Enviornmental Design (A.P.I.E.D). Krupa is currently interning with UMC and is involved with Jodhpur Heritage Management Plan and the HRIDAY project.


Jayshree Bhavsar (Program Assistant) is a commerce graduate with 22 years of experience in handling basic office operations. She has previously worked as clerk and accounts assistant with an architectural firm. She has the knowledge of voice mixing, editing and providing voice-overs due to her stint with the radio station of Self-Employed Women's Association (SEWA) Ahmedabad. Jayshree provides computer assistance to the UMC team. Her job profile includes maintaining the data entry and organization's library.


Vinay Parmar (Administrative Associate) has been working with UMC since its inception. He assists in administrative tasks and logistics to keep the office work smooth; he has a thorough understanding of the importance of office equipments/assets and maintains them on a regular basis. Vinay aids the project teams in typing, scanning, documentation processes and other related work. He also maintains the office library and films of UMC, filing of documents and coordinates with external vendors for logistical arrangements. Vinay holds a degree in Commerce from Gujarat University, Ahmedabad.
