Vacancy at Urban Management Centre

The Urban Management Centre (UMC) seeks applications for the following vacancy based in New Delhi, India reporting to the Program Head to support a national level technical support unit. 

Both candidates should have a minimum 10 years’ experience, would be based in New Delhi, India for the national level technical support unit of the National Urban Livelihood Mission (NULM) of Ministry of Housing and Urban Affairs (MOHUA). The position would work towards developing skills of the urban poor and enterprises in sanitation through the National Urban Livelihood Mission (NULM) using skill training and enterprise development across the sanitation value chain to bring in a level of convergence of the two missions of the govt.- NULM and SBM.

 Position 1 : Senior Manager - Sanitation and Livelihoods (based in Delhi) 


Responsibilities:

  1. Review and verify guidelines for NULM and SBM undertake needs analyses of the sanitation sector in urban India.
  2. Assess suitability of options available to urban local bodies in sanitation technologies, processes, protocols and finances, and suggests recommendations
  3. Interpreting data, analyzing results using statistical techniques and providing ongoing reports; developing databases, data collection systems, data analytics and other strategies to optimize sanitation service delivery.
  4. Identify, analyze, and interpret trends or patterns through various sanitation data including the service level benchmarks, SBM, AMRUT and other missions of the central and state governments
  5. Undertake sanitation related training needs assessment in coordination with the team’s capacity building specialist at central, state and city levels.
  6. Work with the team members to incubate and support enterprises in sanitation across the value chain.
  7. Bring lessons from data analysis by other missions of the Government of India, and work to incorporate the best practices from the case studies in the program
  8. Work closely with other team members for the development of appropriate structure for sanitation database management at the central, state and city level MIS.
  9. Design templates and formats for state and local authorities for seeking data in a structured manner.
  10. Coordinate component specific inputs and expertise from the client, donors, home office (UMC head office) and partners in a collaborative fashion

 

Qualifications and skills:

  1. An advanced degree in urban planning/ environmental, management planning/ civil engineering/ social sciences/ urban poverty/ public policy/ or similar with experience in sanitation.
  2. Computer proficiency related to database management.
  3. Minimum 10 years of experience in government/ semi-government/ autonomous organizations/ NGOs/ private company of repute
  4. Experience of working in a ministry of national government will be an added advantage.
  5. Knowledge of relevant context, issues of water, sanitation, livelihood development and urban poverty.
  6. Fluency in both written and spoken English and Hindi, and clarity in communication.
  7. Strong ability to host multi-disciplinary team of experts/ consultants and facilitate oral and written communication.
  8. Maturity and confidence in dealing with the staff of government institutions.
  9. Willingness to travel within India and outside India on need basis.
  10. Experience in developing user manuals with subject focus.

 

 Position 2 : Senior Manager - Skills Development (based in Delhi) 


Responsibilities:

  1. Review and verify guidelines for NULM specifically for skills development and undertake a needs assessment in urban India.
  2. Outline the broad trends and prepare a SWOT analysis of the skill training ecosystem in the country based on data analysis;
  3. Analyse on the ground situations and scenarios, and contribute to the formulation of institutional responses to development challenges in the skill development space;
  4. Interpreting data, analyzing results using statistical techniques and providing ongoing reports; developing databases, data collection systems, data analytics and other strategies to optimize skill development .
  5. Help prepare frameworks for city level skill requirement analysing the local business environment, opportunities arising from the same and identify business enterprises for partnership under the project;
  6. Identify strong implementing agencies (social mobilisation agencies, skill development organizations, placement agencies, certification agencies, entrepreneurship support organisations, financial institutions etc.) that need to be considered while firming up the implementation arrangements.
  7. Support implementation and provide regular inputs on issues such as social mobilisation of women, curriculum development, certification, placement, and retention etc;
  8. Conduct field visits and proactively identify implementation gaps at different levels and provide necessary inputs/feedback;
  9. Bring lessons from data analysis by other missions of the Government of India, and work to incorporate the best practices from the case studies in the program
  10. Work closely with other team members for the development of appropriate structure for sanitation database management at the central, state and city level MIS.

 Qualifications and skills:

  1. Post-graduate Degree or equivalent in Business Management, Economics, Social Sciences, Development Studies or related fields.
  2. A minimum of 10 years’ experience in a senior level of responsibility at the state or national level in managing a development programme focussing on livelihood, skill development, enterprise development and/or related fields;
  3. With relevant experience of 5-6 years in leading large scale livelihoods promotion/skill development/entrepreneurship development programmes and working with implementing agencies.
  4. First hand exposure to different Govt programmes and schemes for skill development and entrepreneurship for women.
  5. Good understanding of PPP modalities and their implementation.
  6. Experience of working in a ministry of national government will be an added advantage.
