Vacancy at Urban Management Centre

The Urban Management Centre (UMC) seeks applications for three posts based in New Delhi, India reporting to the Program Head to support a national level technical support unit and one position of Finance and Administration Manager based in Ahmedabad office.

 Position 1: Senior Manager Entrepreneurship Development (based in Delhi)

This position will provide specific inputs for entrepreneurship development and micro-finance to the team.

Responsibilities:

-       The position will prepare entrepreneurship development strategy, its guidelines, action plans, toolkits and a robust framework for monitoring its implementation and evaluation of its impact.

-       Coordinate component specific inputs and expertise from the client, donors, home office (UMC head office) and partners in a collaborative fashion

-       Identify the capacity building needs of the national, state and city level government stakeholders on enterprise development

-       Identify and facilitate linkages between communities and micro enterprise related service providers (government, non-government and private sector) such as credit institutes, market information providers and develop a data base of such service providers

-       Develop a training program on micro finance and enterprise development

Qualifications and skills:

-       Master’s Degree in Finance/ Economics/ Marketing or a closely related field. A secondary degree in urban planning/ city planning/ public administration, poverty or related field will be highly desirable.

-       Minimum of ten years of relevant work experience after postgraduate qualifications and must have held technical positions managing urban sector projects/ programs. Two years working experience in a government setup will be an added advantage.

-       Excellent communication (both oral and written) in English and Hindi

-       Computer proficiency, especially related to professional office software packages (Microsoft Office)

-       Willingness to travel within India and outside India on need basis

 

Position 2: Community Engagement Specialist 

Based in New Delhi, India and reporting to Head of the Technical Support Unit (TSU), the Community Engagement Specialist (CES) will provide specific inputs for community engagement to the TSU for the National Urban Livelihood Mission (NULM). The specialist would be responsible for achieving the program’s expected results, specifically in building a robust community engagement model and hand-hold select states and cities to implement it. The specialist will coordinate community engagement activities with the MoHUPA, the project donors, other relevant ministries of the GoI and other stakeholders engaged in livelihood and sanitation sectors.

The specialist will prepare community engagement strategy, its guidelines (revisions in existing guidelines wherever applicable), action plan for its roll-out in states, toolkits for state missions and a robust framework for monitoring its implementation and evaluation of its impact. The position shall demonstrate skills in managing client interface for his/ her component and ability to work in collaboration with other team members.

 

Responsibilities:

-       The specialist will consider participatory approaches and methodologies that generate interest and activate prolonged stakeholder engagement in the NULM. This would include areas of learning, community building, iterative development, reflection and review, creative thinking and surfacing, as well as supporting innovations, creation of micro-content to capture knowledge and assist learning.

-       The specialist will detail types of engagement approaches that would be suitable for NULM such as focused group discussion and community sensitization and engagement, and in what contexts they work best taking into consideration the risks and vulnerabilities.

-       The specialist will recommend ways to address barriers in increased access to NULM provisions, issues faced by beneficiaries with banks and micro-finance institutions, challenges with municipal interface of the beneficiaries and sustainability issues faced by resource organisations/ SHGs/ CBOs/ NGOs/ others.

-       Review current approaches, tools and methods used for community engagement by organisations working in NULM

-       Overview of groups targeted, lessons learned and successful practices from India and abroad

-       In consonance with the ongoing landscaping study on community engagement platforms in NULM, the specialist will prepare immediate and longer term strategies for community engagement

-       Develop manuals and implementation guidelines for state and city mission counterparts. Adapt the previously developed tools, approaches and strategies to suit current context

-       Assist the Capacity Building Specialist to develop training programs, modules and material on community engagement

-       Coordinate component specific inputs and expertise from the client, donors, home office (UMC head office) and partners in a collaborative fashion

-       Identify the capacity building needs of the national, state and city level government stakeholders on community engagement

-       Assess and document existing capacity gaps of resource organisations, SHGs and CBOs and supporting the communities in identifying sustainable community engagement

-       Assist in mobilization of resources required for implementing recommended options. Build relationships and engage private sector to make contributions to support community engagement

-       Draw upon technical guidance from international best practices, national/ state/ local plans

 

Qualifications and skills:

-       Master’s Degree or equivalent in Social Sciences, Community Development. International Development or related field

-       Minimum of 10 years of relevant work experience after postgraduate qualifications

-       Minimum of 2 years working experience in a ministry of national government will be an added advantage

-       Past experience in participatory appraisal methods in urban settings, preferably in livelihoods, water, sanitation or housing is a must

-       Strong expertise in community engagement, livelihood and capacity development of government officials.

-       Maturity and confidence in dealing with the staff of government institutions and community

-       Displays sensitivity and inclusiveness for all cultures, gender, religions, race, nationalities and ages

-       Excellent coordination skills and result oriented collaboration with colleagues

-       Excellent communication (both oral and written) in English and Hindi. Knowledge of additional languages would be an asset.

-       Computer proficiency, especially related to professional office software packages (Microsoft Office);

-       Excellent written communication skills, with analytic capacity and ability to synthesize relevant collected data and findings for the preparation of case studies and progress reports.

-       Willingness to travel within India and outside India on need basis

 

    Position 3: Senior Manager Data Analyst and Monitoring

Urban Management Centre (UMC) seeks applications for the post of Senior Manager Data Analyst and Monitoring (DA&M) based in New Delhi, India and reporting to the Program Head to support a national level technical support unit. The position will provide support to the team and would be responsible for developing all aspects of program information, data analysis and interpretation, monitoring, knowledge management components and internal MIS-related requirements. 

Responsibilities:

-          Interpreting data, analyzing results using statistical techniques and providing ongoing reports; developing databases, data collection systems, data analytics and other strategies that optimize statistical efficiency and quality

-          Identify, analyze, and interpret trends or patterns in complex data sets; perform data analysis and recommend areas for further data discovery using a range of data sources

-          Plan, design, implement and operate the MIS platform for the program, through intensive engagement with the national mission officials and other stakeholders

-          Coordination of data entry of the activities of mission and file uploads into systems to be used by state and local authorities

-          Bring lessons from data analysis by other missions of the Government of India, and work to incorporate the best practices from the case studies in the programs’ and government’s MIS

-          Coordinate management of electronic data pertaining to the state missions, including orders/ circulars, letters, reports and numerical data. This may involve conversion of data and reports in hard copy to electronic form, as well as their storage in an organized filing system;

-          Work closely with other team members and support ULBs for the development of a MIS of mission’s activity related data at state/city level

-          Assess capacity gaps and provide training to resource organisations, SHGs and CBOs as and when required for operations related to MIS including data entry, report submissions, customization, etc.

-          Design templates and formats for state and local authorities for seeking data in a structured manner

-          Coordinate component specific inputs and expertise from the client, donors, home office (UMC head office) and partners in a collaborative fashion

-          Develop MIS and KM user manuals targeting the officials and field organisations

Qualifications and skills:

-          An advanced degree in economics/ urban planning/ social sciences/ poverty/ public policy/ statistics/ advanced degree in mathematics with experience in data/ knowledge management

-          Computer proficiency related to database management

-          Minimum 5 years of experience in government/ semi-government/ autonomous organizations/ private company of repute

-          Exposure and ability to coordinate revisions/ amendments/ redesign of MIS software, database management and MIS

-          Minimum of 2 years working experience in a ministry of national government will be an added advantage

-          Knowledge of relevant context, issues of livelihood development and urban poverty

-          Fluency in both written and spoken Hindi and English, and clarity in communication 

-          Strong ability to host multi-disciplinary team of experts/ consultants and facilitate oral and written communication

-       Maturity and confidence in dealing with the staff of government institutions

-       Willingness to travel within India and outside India on need basis

-       Experience in developing user manuals

 

      Position 4: Sanitation Specialist

Urban Management Centre (UMC) seeks applications for the post of Sanitation Specialist based in New Delhi, India and reporting to the Program Head to support a national level technical support unit. The position will provide support to the team and would be responsible for improving sanitation service delivery in urban India given the impetus of the Swachh Bharat Mission (SBM). The position would work towards developing skills of the urban poor and enterprises in sanitation through the National Urban Livelihood Mission (NULM) using skill training and enterprise development across the sanitation value chain.

Responsibilities:

-          Review and verify SBM and NULM structure, guidelines and undertake needs analyses of the sanitation sector in urban India

-          Assess suitability of options available to urban local bodies in sanitation technologies, processes, protocols and finances, and incorporate its findings as recommendations to the SBM and NULM

-          Interpreting data, analyzing results using statistical techniques and providing ongoing reports; developing databases, data collection systems, data analytics and other strategies that optimize sanitation service delivery

-          Identify, analyze, and interpret trends or patterns through various sanitation data including the service level benchmarks, SBM, AMRUT and other missions of the central and state governments

-          Undertake sanitation related training needs assessment in coordination with the team’s capacity building specialist at central, state and city levels

-          Work with the team members to incubate and support enterprises in sanitation across the value chain

-          Bring lessons from data analysis by other missions of the Government of India, and work to incorporate the best practices from the case studies in the program

-          Work closely with other team members for the development of appropriate structure for sanitation database management at the central, state and city level MIS

-          Design templates and formats for state and local authorities for seeking data in a structured manner

-          Coordinate component specific inputs and expertise from the client, donors, home office (UMC head office) and partners in a collaborative fashion

Qualifications and skills:

-          An advanced degree in urban planning/ environmental planning/ civil engineering/ social sciences/ urban poverty/ public policy/ or similar with experience in sanitation

-          Computer proficiency related to database management

-          Minimum 10 years of experience in government/ semi-government/ autonomous organizations/ NGOs/ private company of repute

-          Minimum of 2 years working experience in a ministry of national government will be an added advantage

-          Knowledge of relevant context, issues of water, sanitation, livelihood development and urban poverty

-          Fluency in both written and spoken Hindi and English, and clarity in communication
